When Troop 631 was unable to recharter, its Scouts and leaders did not stop Scouting. They kept going -- and Troop 478 is a stronger troop for it.
Two troops, one program
Troop 631 was founded in 1958 and served Houston-area Scouts for nearly seven decades. In 2012, the troop was recognized as the Mustang District Chartered Partner of the Year -- a reflection of the kind of institutional investment in the program that takes years to build and does not simply disappear when a charter lapses.
Troops close for administrative reasons that have nothing to do with the quality of their program or the dedication of their people. Charters lapse. Chartered organizations change priorities. The organizational infrastructure that supports a troop can become unavailable even when the community around it is strong. That is what happened with Troop 631.
What those Scouts and leaders brought with them when they joined Troop 478 was not a consolation -- it was an infusion. Nearly 67 years of Scouting tradition, relationships built on trail and at campsites, and adults who had already proven they would show up for the youth in their charge. Troop 478 welcomed all of it.

The Scouts and leaders from Troop 631 did not arrive as newcomers in any meaningful sense. They arrived as experienced Scouters who already knew what the program asks of its people. These are not Scouts and adults who joined a troop. They are Scouts and adults who brought their troop with them and Troop 478 is carrying that forward.

To the Scouts and families of Troop 631: your program did not end. It continued. Nearly seven decades of Scouting tradition now belongs to both troops. Troop 478 is glad you are here, and the years ahead are better for it.
